The third grade reading Florida Comprehensive Achievement Test (FCAT) requires students to read stories that are about 350 words long and correctly answer questions about what they have read. It also requires them to be able to use charts, graphs, maps, and other materials to gather information to correctly answer questions.These skills are described in Florida’s Sunshine State Standards (SSS). Designed by teachers, the Standards tell what Florida students should know and be able to do at each grade level. They are in line with national education standards.

Addressing the needs of students in the third grade is much easier and more effective than waiting until students are older and would face significant academic and emotional challenges in high school. Florida is not a “wait to fail” state. Students who are falling behind their classmates can now be identified at an earlier age. Immediate support and assistance is most effective to lessen potential social implications.

Reading is the core of the school day for young students. Walk into a kindergarten, first, second, or third-grade classroom, and you will find children learning to read. Perhaps they are talking about the sounds letters make. Or maybe they’re listening to the teacher read a story, or reading aloud together. Others might be working on a computer reading program, or talking and writing about what they have read.

All of this is because reading and comprehension are the building blocks for all academic learning. Students need strong reading skills in order to learn in all other school subjects, such as science, history, writing, and even math.

Read To Learn was a public awareness campaign sponsored by the Florida Department of Education, the Florida Education Foundation and concerned citizens wanting to address the needs of parents impacted by the new 2003 third grade reading promotion and retention requirements.

The campaign’s goal was to provide accurate information and useful resources to parents about:

* Florida’s third grade retention program
* Why this is a good thing in the long run for both the student and for Florida
* How to get involved in supporting Florida’s reading initiative

Many parents are finding out that while their child may appear to be performing at school, their actual reading skills are not at the required grade level. Some parents are confused, others are angry. Many do not understand why this is happening to their child. Read To Learn offered frank information and honest answers to many of the questions Florida parents are asking about the state’s third grade retention program and what it means for their child.
